Updated metadate.yaml to reflect sem conv 1.40

Description

Adds OpenTelemetry Semantic Convention references to the Oracle Cloud resource detector metadata.
This updates the Oracle Cloud detecotr metadata.yaml to use sem_conv_version: 1.40.0 and links the attributes to their Semantic Convention definitions. It also updates state descriptions for certain attributes.

It is important to note that the only file hand modified was metadata.yaml. The other files that have changes were simply from running make mdatagen MDATAGEN_METADATA_YAML=internal/oraclecloud/metadata.yaml. This seemed to be unrelated from the changes I made as the generated files changed regardless of the modification to metadata.yaml.
